Від економічного дива до "Автомийки": що відбувається в Бразилії

Бразилії вдалося вибратися з бідності – але очолювана президентом корупція відкотила країну далеко назад.

У 2000-их роках Бразилія зробила великий стрибок і вибралася з бідності. Це була історія успіху й надії на демократичний уряд і процвітаюче суспільство. Як Бразилії вдалося досягнути економічного успіху, досліджувалося роками. Міністерство стратегічних питань бразильського уряду виділяє чотири головні причини підвищення ВВП Бразилії за останнє десятиліття:

А. доступ до робочих місць (низький рівень безробіття протягом цього періоду – результат сприятливої фінансової й економічної ситуації);

Б. зростання продуктивності (кращі заробітні плати і кваліфікація);

В. розподіл доходів (програми соціального забезпечення, запроваджені урядом  Бразилії через мережу федеральних програм допомоги);

Г. демографія (зниження коефіцієнта залежності, іншими словами, збільшення відсотку працездатного населення. Бразилія ще скористається із цієї в економічному плані особливої можливості, оскільки країна матиме демографічний бонус до 2025-2030 років (більшість населення буде працездатного віку);

Звичайно, все це стало можливим завдяки сприятливим зовнішньополітичним умовам протягом 2000-их років, що посприяло зростанню ВВП у країні до початку фінансової кризи 2008 року. Однак наразі Бразилія занурилася в політичну кризу. І чому так сталося, неможливо пояснити лише кількома факторами. Можна написати цілу окрему книжку, аналізуючи всі чинники й умови, які призвели до теперішньої ситуації.

Колишній президент Лула де Сілва (2003-2010 роки) вправно використовував так звану "правильну економічну політику", яку він перейняв від свого попередника Фернанду Енріке Кардозу (1995-2002) і яка заклала основу для перерахованих вище причин підвищення ВВП Бразилії.

Із одного боку, до кінця свого президентства Сілва обрав своєю наступницею нинішнього відстороненого від повноважень президента Ділму Русеф. Саме за допомогою його популярності і підтримки Русеф виграла президентські вибори 2010 року. Проте вона ненароком змінила попередню економічну політику, яку провадив Лула. Окрім того, що Русеф розширила уряд, до завершення її першої каденції наслідки недбалої економічної політики суттєво вплинули на економіку Бразилії, яка сягнула особливо низького рівня до початку її другої каденції у 2015 році.

До економічної кризи тоді додалася ще й політична, що розпочалася викриттям безпрецедентного рівня інституціолізованої корупції. Вона зародилася в адміністрації Лули і квітла в адміністрації Ділми. У 2014 році Міністерство юстиції ініціювало Operaçao Lava Jato(операція "Автомийка") – судове розслідування політичної корупції, яке викрило масштабну корупційну систему. Внаслідок цього розслідування арештували впливових бізнесменів та політиків, зокрема, скарбника Робітничої партії Жоао Ваккарі Нето, колишнього  голову адміністрації президента Лули Жозе Дірсеу, політичного маркетолога Робітничої партії Жоао Сантана і багато інших. Це останній корупційний скандал в історії Бразилії та ще й довкола "Петробрасу" - державної міжнародної нафтової корпорації, однієї з найбільших корпорацій світу. Багато директорів цієї компанії, призначені Робочою партією Лули і Ділми, були заарештованими під час судового розслідування разом із виконавчими директорами й генеральними директорами найбільших бразильських корпорацій  - Odebrecht, OAS, Andrade Gutierrez, Camargo Correa, Queiroz Galvao, Engevix та інших.

Розслідування все ще триває – викрита корупційна схема виявилася навіть більш грандіозною, ніж раніше припускали. Арештовані інформатори, які підписали з прокурорами угоду про визнання винуватості, викривають глибший рівень корупції, створений у бразильській політичній системі за час президенства Лули і Ділми, розкривають її жахливі обсяги.

Кожного дня з'являється нова інформація: Лулу і Ділму називають безпосередніми очільниками корупційних схем із посиланням на свідчення все більшої кількості арештованих високопосадовців і бізнесменів. Суми тільки викритих випадків дачі хабарів, відмивання грошей та інших злочинів сягають трьох мільйонів доларів. За деякими оцінками, ця сума може сягнути й 10 мільйонів доларів.

Верховний суд Бразилії призначив розслідування щодо близько 50 депутатів, включно з відстороненим президентом Палати депутатів Едуардо Куньєю, очільником сенату Ренаном Калейросом та колишнім президентом Бразилії Лулою де Сілва.

Неабиякий розмах скандалу значно вплинув на популярність Лули і Ділми й призвів до занепаду Робітничої партії. Це підбурило опозицію змістити Ділму з посади і майже повністю зупинило керованість державними процесами в останні півтора роки, що, своєю чергою, призвело до відсторонення президента Ділми з посади.

Важко передбачити, як складеться ситуація в Бразилії. Є спокуса говорити, що Русеф змістять із посади в процесі імпічменту, який має відбутися в липні-серпні цього року (провадження у справі все ще обговорюється в парламенті). Саме Сенат більшістю голосів має вирішити, чи Русеф повернеться на посаду, чи її врешті відсторонять.

Сьогодні політичний сценарій демонструє, що Русеф має мало шансів повернутися до влади. Хоча виконувач обов'язків президента Мішел Темер і призначені ним нові міністри також фігурують у розслідуванні "Автомийка". Робітнича партія Бразилії і її партнери, що залишилися, докладають зусиль, щоб дискредитувати новий уряд, звинувачуючи їх в причетності до корупційної схеми і намагаючись здобути голоси в Сенаті, аби уникнути формування необхідної більшості для відсторонення Ділми. Отже, ще належить побачити, чи Темер і його союзники здобудуть достатній вплив у Сенаті до вирішального моменту голосування.

Бразильський народ, підживлюваний загальнонаціональним бажанням очистити політичну арену, переважно підтримує розслідування "Автомийка" і хоче побачити пов'язаних із корупцією політиків та чиновників за ґратами. Але водночас складна економічна ситуація завдає важкого удару по найбільш вразливій частині населення, а особливо по тих, хто отримав найбільше прибутку від економічного буму 2000-их. Представники бізнесу і народ хочуть побачити функціональний уряд, який відродить економіку й продовжить болючі, проте необхідні реформи, зокрема реформи у сфері соціального забезпечення й оподаткування так само, як реформи виборчої і політичної системи.

Своєю чергою, в Росії навіть вбачали в політичних проблемах Русеф закордонний слід, тому що вона виступила проти нафтового закону, який міг би відкрити доступ американським компаніям до бразильських континентальних і шельфових родовищ нафти. Однак окрім гучних заяв Росія більше нічого не зможе зробити. Традиційно Бразилія має достатньо вільні відносини з Росією. Зовсім нещодавно ці відносини посилилися внаслідок формування групи країн БРІКС (Бразилія, Росія, Індія, Китай, Південно-Африканська Республіка). Хоча можна навести низку спільних завдань обох країн, проте також є низка проблем, які перешкоджають двостороннім відносинам, зокрема, відсутність реальної демократії в Росії, її позиція щодо екології, негативні політичні дії такі як, кримське й українське питання, підтримка режиму Асада в Сирії, нестабільні торгівельні стосунки тощо.

Більше того, географічна віддаленість і різні геополітичні цілі, безумовно, запобігають глибшій інтеграції Бразилії та Росії. Отже, жодна з цих країн не має наміру безпосередньо втручатися у внутрішньополітичні справи одна одної. У цьому сенсі малоймовірно або, краще сказати, немає жодного шансу, що Росія зробить якісь кроки, щоб втрутитися в теперішню ситуацію в Бразилії. Навіть США, які хизуються кардинально новими відносинами з Бразилією, не зробили нічого, аби в той чи інший спосіб повпливати на розв'язку ситуації в країні.

Можна провести паралелі між нинішньою політичною ситуацією в Бразилії і тією, яка склалася в Україні за часів Ющенка і Тимошенко і призвела до Помаранчевої революції. Їх можна звести до кількох загальних аспектів – глухий кут у політиці, відсутність керованості, корупційні скандали та боротьба за владу.

Форма держави і системи уряду в Бразилії й Україні різні (в Бразилії – федералізм і президентська республіка, в Україні – унітарна держава і парламентсько-президентська республіка). Більше того, Бразилія має двопалатний парламент (Палату депутатів і Сенат), у той час як в Україні – однопалатний парламент (Верховна Рада). Отже, владна структура Бразилії відрізняється від української. Остання історична і політична формація обох країн різні. Це створило дуже специфічну внутрішньополітичну структуру в кожній країні, пов'язану з унікальною історією, культурою та менталітетом держав.

Звичайно, Бразилії та Україні є чому повчитися одна в одної, а в більш стабільних і розвинутих країнах вони можуть взяти те, що завжди є надія на краще.  Багато нині розвинутих країн у певний момент свого існування пройшли через політичну та економічну розруху.

Бразилія та Україна, кожна зі своєю особливою історією, все ще зміцнюють демократію, а у випадку з Україною цементують нещодавно здобуту незалежність і відчуття національної ідентичності. Закономірно, що протягом цього процесу робляться помилки, і ще багато чого потрібно врегулювати, аби встановити більш досконалий політичний режим, який краще відповідатиме цілям держави.

Із часом народ стане більш політично свідомим і почне долучатися до внутрішньої і зовнішньої політики, спонукаючи відповідних лідерів бути більш залученими до проблем своїх виборчих округів  і змушуючи політичний клас розвивати в собі відчуття колективного добробуту.

Якщо народ буде більш обізнаний і політизований, політики перестануть вважати, що державна служба існує для їхньої власної вигоди і вигоди їхніх політичних сил, і культивуватимуть первісне призначення державних посад як інструменту служіння для загального блага всього народу. Цей процес може тривати протягом кількох поколінь, аби закорінитися, але його може прискорити освічене й активне суспільство.

In the 2000s Brazil made a huge leap forward to escape poverty. It was a story of success and hope for a democratic government and a prosperous society. Now the country is in a political crisis. Why this has happened cannot be explained by only a couple of factors. A book could be written to analyze all the elements and conditions that have led to the present situation.

How Brazil has managed to achieve such economic success has been studied throughout the years. The Department of Strategic Affairs of the Brazilian government points out four main causes for the rise of the GDP per capita in Brazil over the last decade:

a) access to work – low level of unemployment during that period, as a result of a good financial and economic situation;

b) rise in productivity – better wages and qualifications;

c) income distribution – social welfare programs of the Brazilian government, through a network of federal assistance programs;

d) demography – a decrease in the dependency ratio; that is to say a rise in the proportion of adults (workforce) in the population. Brazil will enjoy a special opportunity in economic terms until and during 2025-2030 when the country will have a so called demographic bonus (most of the population will be of working age).

Of course, all of this was possible because of the positive international scenario during the 2000´s that greatly contributed to the rise in Brazilian GDP until the outbreak of the international financial crisis of 2008.

The causes of the current political crisis are manifold. The previous President, Lula da Silva (2003-2010), was very capable in using what was considered to be a "correct economic policy" inherited from his predecessor, Fernando Henrique Cardoso (1995-2002), which laid the groundwork for the above mentioned aspects.

On the other hand, by the end of his mandate, he chose the current suspended President, Dilma Rousseff, as his successor. With his huge popularity at the time and his support, Rousseff won the presidential 2010 election. However, she inadvertently changed the previous economic policy carried out by Lula, she inflated the Government and by the end of her first mandate, the consequences of a negligent economic policy were already widely felt in the Brazilian economy, reaching an extraordinarily negative level in the beginning of her second mandate (2015).

The economy crisis was then joined by a political crisis that began with the discovery of an unprecedented level of institutionalized corruption set up in the administration of Lula and carried on in Dilma´s administration. In 2014 the Brazilian Justice initiated Operaçao Lava Jato (Operation Car Wash), a judicial investigation into political corruption, which has uncovered a vast corruption system and has, since then, resulted in the arrest of major business and political figures such as the Treasurer of the Lula and Dilma´s Workers' Party, João Vaccari Neto and Delubio Soares, the former Chief of Staff for President Lula, José Dirceu, the political marketer of Workers´ Party João Santana and many others. This is the largest corruption scandal in Brazilian history and is centered around Petrobras, a multinational state oil corporation, one of the largest companies in the world. Many directors of the company, all appointed by the Lula and Dilma´s Workers´ Party, were arrested in the judicial investigation as well as the CEOs and directors of the largest construction companies in Brazil such as Odebrecht, OAS, Andrade Gutierrez, Camargo Correa, Queiroz Galvao, Engevix and others.

The investigation is still ongoing and the grandeur of the corruption scheme revealed is much bigger than previously thought as a deeper level of corruption is unveiled by the day, mainly by the informants arrested – which are adhering to a plea agreement with the prosecutors – disclosing the iniquitous dimension of corruption that was established in the Brazilian political system under Lula and Dilma. Every day new information emerges and they now involve Lula and Dilma directly as the head of the scheme as they are being cited by an ever increasing number of high level officers and businessmen arrested. The amount involved in bribes, money laundering and other crimes are over US$ 3 billion, with estimates going as high as US$ 10 billion.

The Brazilian Supreme Court determined the investigation of circa 50 lawmakers, including the suspended President of the Chamber of Deputies, Eduardo Cunha, the President of the Senate, Renan Calheiros, and the former President of Brazil, Lula da Silva.

The incredible size of the scandal has had a huge effect in Lula and Dilma´s popularity and has promoted the degradation of the Workers´ Party, inciting the opposition to push Dilma out of office and resulting in an almost total halt of the governability for the last year and a half, which ultimately lead to the recent suspension of President Dilma from office.

It´s difficult to predict anything in Brazil right now. As for Rousseff we are tempted to say that she will be ousted by the end of the impeachment process, which should take place around July or August of this year (the proceedings are still being discussed in the Parliament). It´s up to the Senate to decide by a majority vote if Rousseff comes back to office or if she will be definitely out.

Today, the political scenario shows that she has a low probability to return to office. However, the interim President, Michel Temer, is also involved in the Lava Jato investigation as well as many of his new Ministers. The Workers´ Party and its few remaining allies are trying to discredit the new government, accusing them of being part of the corruption scheme and trying to recruit votes in the Senate in order to avoid the majority needed to oust Dilma. So, it´s yet to be seen whether Temer and his allies will have enough influence in the Senate until the conclusive moment of the vote.

The Brazilian people are overwhelmingly supporting the Lava Jato investigation and are eager to see the corrupt people arrested fueled by a nationwide desire for a cleanse in the political arena. But at the same time, the severe economic situation is hitting hard the most vulnerable part of the population, especially those who were most benefited by the economic boom of the 2000´s. Both the business class and the people want to see a functioning government that can put the train back on track and carry on with some painful but much needed reforms, for instance social security system, as well as electoral, political and tax reforms.

In its turn, Russia even claimed there was an overseas footprint in Rousseff's problems, because the President argued against the oil law, which could give American companies access to the continental shelf and oil fields. However, apart from loud statements, Russia hasdone nothing else. Brazil has traditionally had a loose relationship with Russia. More recently this relationship was strengthened especially because of the formation of the BRICS bloc. However, although we can cite a number of common agendas between both countries, we can also mention many issues which avoid further bilateral engagement, such as a lack of real democracy in Russia, its environmental stance, negative political actions such as the Crimean and Ukrainian issues, the support of Assad´s regime in Syria, an unstable commercial relationship, etc.

Moreover, the geographic distance and the very distinct geopolitical goals naturally avert a deeper integration between Brazil and Russia. Thus, none of them has ever or are ever likely to interfere incisively in the other´s domestic issues. In this sense, it´s very unlikely, or it would be better to say that there is no chance of Russia taking any step to intervene in the present situation in Brazil. Even the USA, which boast a totally different relationship with Brazil, haven´t done anything to influence, in one way or the other, the outcome of the situation in Brazil.

We could set parallels between the current Brazilian political situation and that of Ukraine under Yushchenko-Tymoshenko that resulted from the Orange Revolution. But it would have to be limited to few general aspects such as a political deadlock, a lack of governability, corruption scandals and a struggle for power.

The form of State and the system of Government are different in Brazil (respectively Federalism and Presidentialism) and in Ukraine (Unitary State and Semi-Presidentialism). Furthermore, Brazil has a bicameral Parliament (Chamber of Deputies and Senate), whereas Ukraine has a unicameral Parliament (Verkhovna Rada). So the power structure in Brazil is different from the one established in Ukraine. The recent historical and political formation of both countries are very diverse, which created an internal political structure very characteristic in each country, related to each one´s unique history, culture and mentality.

Definitely what Brazil and Ukraine can learn from each other and what both countries can learn from other more stable and developed countries is that there is hope for good. The more developed countries today also went through such political and economic disorder in some point of its existence.

Brazil and Ukraine, each with their own particular history, are still in the process of consolidating their democracy and, in the case of Ukraine, also cementing its recent independence and sense of national identity. It´s natural that during this process many mistakes are made and many adjustments are needed to attain a better political regime that better suits its goals.

With time people will become more politically mature and will begin to engage more in domestic and foreign policy, pressing their respective leaders to be more connected to their constituency and force the political class to develop a higher sense of collective welfare.

I believe that with education and politicization of the people, the politicians will slowly abandon the current view that their public jobs exist to be used to their own benefit and to the benefit of their parties and will cultivate the original purpose of the public posts as an instrument to serve the common good of all people. This process may take generations to take root but can be accelerated with an educated and engaged society.
