Direct damages inflicted on Ukraine from the start of Russia's full-scale invasion on February 24, 2022, through December 31, 2023, amount to $152 billion.
It will take approximately 1,575 years to restore destroyed and damaged housing in Ukraine at the current funding rate.
Olena Shuliak, Head of the Servant of the People Party said this.
The draft state budget for 2025, which has been submitted for a second reading, includes UAH 4 billion allocated for the eRecovery program. Out of this amount, UAH 3 billion is designated for housing certificates for those who have lost their homes, and UAH 1 billion for compensation for damaged property.
Since the program began in May 2023, compensation totaling UAH 15.9 billion has been paid out, with UAH 7 billion going towards damaged housing and UAH 8.9 billion used for housing certificates.
According to the World Bank, the direct damages Ukraine has sustained from the beginning of the invasion until the end of 2023 are estimated at $152 billion, with current reconstruction needs approximating UAH 6.3 trillion.
“At the current funding rate of UAH 4 billion per year, it would take 1,575 years to fully compensate for destroyed and damaged housing - akin to filling a lake with a teaspoon,” Shuliak emphasized.
She added that while this funding was a positive government initiative, it is far from sufficient to address the enormous challenges of rebuilding the country post-war.
