Russia allegedly agreed not to target energy and nuclear facilities.
Russia cynically claimed that Putin agreed to Turkey’s proposal not to strike Ukraine’s energy infrastructure, but Kyiv supposedly refused.
This was stated by former defense minister and current secretary of Russia's Security Council, Serhiy Shoigu.
"Turkey proposed that we commit to not striking energy facilities, nuclear sites, or the civilian commercial fleet in the Black Sea. Our president said: "Let’s agree to this proposal." And then, to our great surprise, after some time, they (the Ukrainians - ed.) said no. After the Kursk incident, it became clear to us what they meant by nuclear energy facilities," - Shoigu lies.
