The aggressor country, Russia, is deliberately slowing down the process of returning Ukrainian children.

There is a risk that Russia could abduct another 1.5 million minors who remain in temporarily occupied territories.

This was reported by the Ukrainian Parliament’s Commissioner for Human Rights, Dmytro Lubinets. He noted that since the beginning of the invasion, Russia had abducted over 20,000 children from Ukraine. According to him, the forcibly displaced and deported children have their personal data altered, so that their relatives and homeland cannot find and return them.

Lubinets discussed the fate of orphanages, such as the Oleshky Children's Home – a municipal institution of the Kherson Regional Council, from which children were first moved to the occupied territories, and then deported to Russia. And children from the Kherson regional children's home were generally deported to Russia and adopted without permission.“

We are aware of cases where Ukrainian orphans taken to Russia receive inadequate medical care and live in unacceptable conditions. Ukraine is independently working to locate and verify the whereabouts of these children, searching for their relatives and involving family care arrangements in this process. Our country is also improving legal mechanisms and cooperation among state bodies to protect children's rights and facilitate their return,” the Ombudsman added.

Lubinets stresses that the main issue currently is that the aggressor country is consciously obstructing the process of returning our children.
