For several months, Russia has been using combined attacks: first drones, then missile strikes.

Russia is actively employing a new tactic in its attacks on Ukraine — it first launches UAVs, creating a sense of inactivity, and then around 4–5 a.m., it delivers massive missile strikes.
This was reported by the Minister of Internal Affairs, Ihor Klymenko, to 24 Kanal.
According to him, the tactic — "stretched out" over time, with drones first and missiles later — has been used for several months. The first drones are launched in the evening, and people return home from shelters, not expecting a further strike, which comes at dawn.
As an example, he mentioned the situation in Bila Tserkva. This was already the second tragic case during which State Emergency Service workers were injured during evacuation — two were wounded, and a woman was killed while being transferred from a medical facility.
