Zelenskyy reveals funding sources for Tomahawk missiles

Ukraine’s President outlined three potential financing routes for the weapons, though frozen Russian assets pose challenges.

Ukrainian President Volodymyr Zelenskyy commented on the details of transferring Tomahawk missiles and funding arrangements for arms supplies. He stressed that discussing specific quantities and capabilities remains premature.

He made these remarks during a press conference with EU High Representative for Foreign Affairs and Security Policy Kaja Kallas.

«Quantities and capabilities are too early to discuss. Though, to be frank, I shared this with the President. Some things probably aren’t for phone calls. So we’ll meet,» he noted.

On financing, Zelenskyy highlighted three main and «viable» options:

  1. NATO program. Leveraging a tool through which NATO procures various U.S. weaponry for its own needs. The President believes this mechanism could be expanded to cover Ukraine’s requirements.

  2. Direct «mega deal» (Mega Deal). This large-scale program requires further development, though certain elements are already being elevated to the target level.

  3. Frozen Russian assets. Zelenskyy described this as a «strong» option but emphasized that its execution hinges on sequential actions. He pointed out that most leaders view the mechanism favorably, yet in politics, a political decision often precedes all other steps.

In Zelenskyy’s view, the sequence of decisions on frozen assets specifically calls for refinement.
