Budanov claims Ukraine could have won war long ago — under certain conditions
Ukraine would have already reclaimed all occupied territories if not for Kremlin support from allies, particularly North Korea.

Russia would have long been defeated in its war against Ukraine if not for assistance from its allies, above all North Korea.
This was stated by Kyrylo Budanov, Chief of the Defence Intelligence of the Ministry of Defence of Ukraine.
«With the help of our partners, Ukraine would have reclaimed all occupied territories if not for Moscow’s support from its allies, primarily North Korea,» Budanov noted.
According to the intelligence chief, several nations are acting «less than honestly» by enabling Russia despite international sanctions.
«These countries, in violation of the sanctions regime, allow Moscow to obtain weapons, ammunition, and critical components. Moreover, they permit their citizens to bolster the Russian Federation’s army,» Kyiv emphasized.
The Ukrainian side urged international partners to address these violations and tighten oversight of sanctions compliance against the Kremlin.
