IAEA adopts resolution condemning Russian attacks on critical infrastructure essential for nuclear power plants

The Board of Governors of the International Atomic Energy Agency (IAEA), during an extraordinary session initiated by Ukraine, adopted a Ukrainian draft resolution addressing the threats posed by attacks on critical energy infrastructure essential for the safety of Ukrainian nuclear power plants. The resolution was passed with 22 votes in favor.

The resolution emphasizes the inadmissibility of attacks on electrical substations that ensure external power supply to Ukrainian nuclear power plants. Such attacks are recognized as a direct threat to nuclear safety.

The document notes that these attacks violate the fourth of the seven indispensable nuclear safety principles outlined by IAEA Director General Rafael Grossi, which requires reliable external power supply for all nuclear facilities.

The resolution calls on the IAEA to continue assessing the risks and damage to Ukraine’s energy infrastructure, including electrical substations supporting the operation of nuclear power plants.

It encourages IAEA member states to provide political, financial, and technical support to strengthen technical assistance for Ukraine.

“The adoption of this resolution is an important signal of support for Ukraine in resisting nuclear terrorism and defending the principles of safe use of nuclear energy. The international community must intensify pressure on Russia for its deliberate attempts to create a radiation catastrophe on the continent,” Ukraine's Minister of Energy, Herman Halushchenko stated.

The resolution’s support from IAEA Board members, traditionally abstaining on Ukrainian resolutions, such as Brazil, Ghana, Colombia, and South Africa, is particularly notable. Ukraine expressed gratitude to these countries, whose votes affirmed their responsible stance toward global nuclear safety and the peaceful development of nuclear energy, the Ministry of Energy noted.
