Russia will attempt to influence international and domestic Ukrainian audiences by spreading narratives about its willingness to negotiate and Ukraine’s alleged inability to defend itself.

Russia plans to continue terrorizing Ukrainian cities with swarm drone attacks while simultaneously pushing two information campaigns.

Andriy Kovalenko, Head of the Center for Countering Disinformation at the National Security and Defense Council, reported this on Telegram and explained the nature of these campaigns.

“For the international audience, they will spread the narrative that Russia is open to negotiations and is forced to fight "because Ukraine supposedly wants to," while domestically in Ukraine, they will segmentally push the idea that "Ukraine is supposedly unable to defend itself and Russia can destroy everything," demanding society’s capitulation,” he noted.

Kovalenko emphasized that this pressure must be withstood, military solutions against enemy swarm attacks are being prepared, and informational countermeasures are in place, but understanding the enemy’s tactics is crucial to grasping their goals.

“Russia wants to continue the war and believes it can break Ukrainian society and force the rear to capitulate. They will not succeed,” the head of the Center for Countering Disinformation at the NSDC concluded.
