U.S. President Donald Trump is guided by a rigorous policy document drafted six months before his inauguration.

This was stated by Head of the Office of the President, Kyrylo Budanov, during a closed meeting with students of the Kyiv School of Economics.

According to him, the American president tolerates no improvisation.

"His actions are as consistent as they get. Six months before his term, a policy document was drafted for him—I remember it clearly, it’s 838 pages. Everything he does was clearly outlined, calculated, and explained—the what and the why," Budanov said.

The former intelligence chief assured that Trump is "strictly following this course."

Budanov also addressed the endgame of the war in Ukraine:

"There will be only victory or defeat. No middle ground exists," he said.
