The Ukrainian delegation is travelling to Abu Dhabi, where bilateral consultations with the United States are scheduled for 4–5 February, along with another trilateral meeting in the Ukraine–U.S.–Russia format, said Rustem Umerov, head of Ukraine’s negotiating group and Secretary of the National Security and Defense Council, speaking on the national telethon.

The talks in Abu Dhabi will have two stages, he said. The first will be a bilateral meeting with the United States, represented by U.S. President’s special envoy Steve Witkoff and Donald Trump’s son-in-law Jared Kushner. The sides will discuss signing security guarantees and the Prosperity Package, a post-war recovery plan for Ukraine.

A trilateral meeting will follow, at which the Russian side will be «substantively represented, ” Umerov said.

«They will have a mandate to discuss military and political issues. After that, we will report to President Zelenskyy — on Wednesday and Thursday, ” he said.

Umerov said the so-called prosperity or recovery package being discussed with the United States would consist of several parts.

«We want it to be clear what support Europe will provide, what support the United States will provide, where we can sign this and when. Our teams have been working for several months and we are already close to the final stage. We want to learn — or ask our teams — to complete this Prosperity Package within a few days, and we have agreed to sign it in the near future, ” the secretary of the National Security and Defense Council said.

Energy ceasefire and territorial issues

Asked whether an energy ceasefire and territorial issues would be discussed at the talks, Umerov said that «we constantly address all the issues that our population needs.»

Umerov said: «In the near future you will hear certain results. This is ongoing work that has been carried out since 2022.»
