Gerasimov ordered strikes on Kyiv residential buildings, Ukrainian Security Service says

The investigation has established that Gerasimov is directly implicated in planning and executing mass missile and airstrikes targeting Ukraine’s civilian infrastructure.

The Security Service of Ukraine (SSU) and the Prosecutor General’s Office have launched war crimes proceedings against Russian Army General Valery Gerasimov, Chief of the General Staff of the Russian Armed Forces.

"The official is directly implicated in massive missile and air strikes on Ukraine’s civilian infrastructure, including the Russian air assault on Kyiv and the region on July 2 of this year. On Gerasimov's orders, subordinate Russian military forces are engaged in planning, preparing, and executing air attacks against Ukraine using bombers, missile-carrying warships, and ground-based tactical missile systems," the SSU statement reads.

Russia’s large-scale shelling of Ukrainian civilian targets directly violates Articles 51 and 52 of Additional Protocol I to the Geneva Conventions of August 12, 1949.

Based on the documented evidence, SSU investigators are prosecuting Gerasimov under Part 2 of Article 438 of the Criminal Code of Ukraine, which covers violations of the laws and customs of war prescribed by international treaties, as well as issuing orders to commit such acts.
