IAEA may have inadvertently helped Russia plan attacks on Ukraine’s energy system — expert

Russian intelligence may have gained access to information about Ukraine’s energy facilities through IAEA inspections.

Energy expert Hennadiy Riabtsev stated that Russian intelligence services could have obtained sensitive information about Ukrainian energy infrastructure through IAEA inspections.

He made the remarks during the Ranok.LIVE program.

“You know, those IAEA inspections at Ukrenergo substations — they were checking how well these sites were protected. They filmed, took photos, made a huge report, and later Russians within the IAEA gained access to all that information,” Riabtsev said.

He stresses that this was not a case of deliberate cooperation, but rather a structural problem within the organization, where Russian representatives still have access to documents related to Ukraine.

“In fact, they did not realize this themselves. But since Russians remain in IAEA governing bodies and have access to all information related to Ukraine, it means that Russia’s competent authorities know everything the IAEA inspectors know,” the expert emphasized.
