Zelenskyy reveals conditions for ending war in Ukraine

The ideal outcome of peace negotiations is a swift end to the war, with an unconditional, comprehensive ceasefire serving as the first step. However, this requires international guarantors and continuous monitoring to prevent Russia from exploiting the pause to launch a new offensive.
The Ukrainian president made the remarks during a joint press availability with Estonian President Alar Karis.
Ukraine’s stance: Ending the war
Zelenskyy emphasized the critical importance of taking at least the first step in the peace process.
«The ideal solution in peace negotiations is to end the war immediately. To make at least the first step — an unconditional, total ceasefire. This is crucial,» Zelenskyy said.
At the same time, the president noted that halting hostilities is a complex task. While dependent on political decisions, it also poses significant security risks due to hazardous sectors along the front lines. Without clear oversight, he warned, Russia could use the lull to advance.
«Without guarantors and ceasefire monitoring, Russia could exploit this to advance by 20 kilometers in certain parts of Ukraine. This is a major risk. That is why we say: no conditions for a ceasefire,» Zelenskyy explained.
He added that «kill zones stretching 20, 30, or 40 kilometers» currently exist.
Negotiation format and positions of the parties
Zelenskyy also stressed that an effective ceasefire would require a summit of world leaders.
«For a ceasefire to happen, it is preferable to have a meeting at the leadership level: Ukraine, Russia, definitely Europe, and the United States,» the president underscored.
Zelenskyy assured that Ukraine possesses the full political will to implement these steps, whereas the actions of the opposing side remain unchanged.
«Ukraine has the complete will for all of this. We will see if Russia has such will. So far, they have not demonstrated it,» the head of state concluded.
