Ukraine begins stabilization measures in Kursk region
Ukraine has established a "buffer (sanitary) zone" in Kursk region, which will allow access for the ICRC, the UN and other international organizations to provide humanitarian aid.

This was announced by President Volodymyr Zelenskyy.
The President held a meeting to discuss the situation in Kursk region, particularly the establishment of military commandant's offices in the area.
"We discussed key issues: security, humanitarian aid and the creation of military commandant's offices if necessary," Zelenskyy wrote.
He said that Ukraine is defending itself and its border communities while actively operating on Russian territory in strict accordance with international conventions and humanitarian law.
Also, the Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, mentioned that stabilization measures in the Kursk region were discussed during the meeting chaired by Zelenskyy. Lubinets noted that Ukraine, in accordance with Article 51 of the UN Charter, not only has the right to self-defense but must also adhere to international norms.
As part of these measures, a "buffer (sanitary) zone" has been created in Kursk region, where the issue of access for international organizations to provide humanitarian aid was discussed. The "buffer zone" will ensure the supply of food, medicine, and other necessities to the civilian population.
