Putin intentionally destroys infrastructure in three regions: Defence Intelligence reveals details
Defence Intelligence explained how and why Russia changed tactics in strikes on Ukraine’s energy sector.

Massive strikes by Russia on Ukraine began after dictator Vladimir Putin’s statement about creating a so-called «buffer sanitary zone.» At the same time, Russia moved away from last year’s tactic of simultaneous hits across Ukraine and shifted to a phased destruction of key facilities in border regions.
The change in approach was reported by Vadym Skibitskyi, Deputy Head of the Defence Intelligence of the Ministry of Defence of Ukraine, according to Novyny.LIVE.
He explained that the new tactic is not merely to disrupt energy systems, but to completely destroy infrastructure in specific regions to make those territories uninhabitable. The aggressor’s primary targets have become Kharkiv, Sumy and Chernihiv regions, where the intensity of strikes has already risen significantly. Skibitskyi stressed that the timing of this year’s strikes has also shifted:
«Usually we expected that the Russians would begin striking our energy sector — thermal power plants, combined heat and power stations, and other infrastructure — at the onset of freezing temperatures or just before the winter season. But this year there is a peculiarity… They started very simply, they started from our border districts: Kharkiv region, Sumy region, Chernihiv region.»
According to him, it was after Putin’s words about a «buffer sanitary zone» that the massive attacks began, and they have a clear purpose.
«Military intelligence can say clearly that when Putin spoke about creating a buffer zone… and specifically about creating a sanitary zone… that’s when the massive strikes by the Russian Federation on our territory began. What does a sanitary zone mean? It means destroying everything that exists — all infrastructure. That is heat, electricity, the infrastructure that would force the population to leave those territories. And that is exactly what we now see in Sumy and Chernihiv regions, ” Vadym Skibitskyi explained.
The Defence Intelligence representative emphasized that Russia’s tactics are now aimed at achieving total destruction.
«Today they are trying not just to disrupt the system, but to utterly destroy infrastructure objects in certain regions… To destroy an object so completely that it cannot be restored, ” Vadym Skibitskyi said.
