How to make Russia adhere to a ceasefire: An expert proposes a solution

There are no absolute guarantees that a ceasefire will be upheld, as theoretically, violations are possible from both sides.

If an agreement on a ceasefire between Ukraine and Russia is reached, the key issue will be the guarantee of its enforcement. The only way to reduce the risk of shelling is by deploying a peacekeeping contingent.

This was stated by Head of the Center of Applied Political Studies "Penta", Volodymyr Fesenko, in an interview with "Glavred."

He explained that the main problem with the Minsk agreements was the lack of enforcement measures.

“To prevent shelling from both sides, peacekeepers must be deployed. Not just a monitoring mission that arrives during the day or even at night to record violations. There must be an actual peacekeeping contingent that controls not only the line of contact but also, ideally, demilitarized zones - at least 50–100 km away,” Fesenko explained.

In his opinion, if there are no mortars, artillery, or other strike forces along the contact line, only international peacekeepers, the risk of violations will significantly decrease. However, the question remains as to who will fulfill this role and whether peacekeepers can prevent an escalation in the event of a new attack.

“The risk of violations will always be there. It is possible to fire from 100 km away, for example, using "Tornado" or "Smerch" rocket systems,” Fesenko emphasized.

He acknowledges that there are no absolute guarantees that a ceasefire will be maintained, as violations are theoretically possible from both sides. However, the presence of a peacekeeping force, the so-called "blue helmets," would significantly reduce the likelihood of renewed hostilities.

“Will this provide a 100% guarantee? No. But the risk of a new war will be much lower,” Fesenko concluded.
