Shmyhal made a statement about territorial concessions by Ukraine
The Prime Minister emphasized that the issue of Ukraine's territorial integrity can only be decided by the people, who have "a clear opinion on the matter."

Ukrainian Prime Minister Denys Shmyhal assured that there had been no negotiations regarding territorial concessions by the state. Legally, this is impossible.
Shmyhal made this statement at a press conference on the occasion of the fifth anniversary of the government’s work.
"Have there been any specific negotiations about territorial integrity, sovereignty, and independence of Ukraine? No such negotiations have taken place. I am not aware of any. However, in the public sphere, we hear statements that Ukraine will have to give up some territories. From my point of view, according to existing international law, the UN Charter, this is impossible. Ukraine is a sovereign, independent country, and its borders are recognized and secured by the international community," the head of the government explained.
He added, "Therefore, we cannot discuss territorial losses of Ukraine."
"We can have discussions about a peace plan, which could include some step-by-step process, likely with the guarantees of our partners, with security guarantees, Ukraine’s membership in the EU, NATO, and other strong security guarantees. We can talk about some phased approach. But about Ukraine renouncing its territories – we do not have the mandate to conduct such negotiations," Shmyhal said.
