Control over ceasefire adherence: Sybiha explains how it might take place

In particular, Ukraine could use drone technologies for this monitoring.

Ukraine is pivotal when it comes to controlling and monitoring compliance with a potential ceasefire with Russia, but this control must include an international component. 

This was stated by Ukraine's Minister of Foreign Affairs, Andrii Sybiha, in an interview with "RBC-Ukraine."

The head of the Ministry of Foreign Affairs pointed out that the bitter experience of the "Minsk process" and the at least 25 ceasefires established then shows that monitoring compliance with them is truly a challenge. On Russia's side, provocations should be expected immediately, so Ukraine needs to have an effective mechanism for objective control. Sybiha describes what such a mechanism could look like.

"Probably, it should also have an international component. The question here is who can carry out such monitoring, because undoubtedly there is a national component – it cannot happen without us, as it is taking place on our territory. Therefore, Ukraine is pivotal when it comes to control and monitoring the adherence to the ceasefire," the minister said.

He reminded of his previous statement that Ukraine had already begun forming a national team that will develop the modalities and algorithms for ensuring control over the adherence to the ceasefire.

"Here, we should probably take into account our technical capabilities, which we have built up in recent years, I mean the potential for deploying drone technologies for this monitoring. But undoubtedly, the international component should be present for objective recording of possible violations and provocations from the Russian side," Sybiha emphasized.

He pointed out that usually, such ceasefire monitoring mechanisms operate under the umbrella of the UN, OSCE, or various other international institutions.

"At the same time, considering our negative experience from 2014-2022, it is necessary to carefully discuss the possibility and appropriateness of implementing such an international component as part of the potential monitoring of a temporary ceasefire," the head of the Ministry of Foreign Affairs said.
