President of Ukraine Volodymyr Zelenskyy states that he is ready to consider options for ending the war. The President’s Office outlined the conditions. Moreover, Zelenskyy clarified the actions Russia would need to take to initiate peace talks. All details of these significant statements were reported in an exclusive by TSN.ua.

Conditions for ending the war

Ukraine is ready to discuss all possible options for resolving the war, provided they adhere to international law and respect its territorial integrity. This was stated by Head of the Office of the President, Andriy Yermak, in a column for a Finnish publication.

According to Yermak, while the Peace Formula proposed by President Zelenskyy establishes the key principles of peace in Ukraine, all countries "must take an active part in developing the foundation for peace." He believes the implementation of these principles "can and should" be adjusted and supplemented. "Democracies must lead," Yermak emphasized.

"We are ready to discuss any options for adjusting our proposal, provided they comply with international law and respect Ukraine’s territorial integrity, inviolability of its borders, and full sovereignty. Ukraine, as a victim of aggression, cannot accept any changes that threaten its existence, the right to self-determination, or the human dignity of the Ukrainian people," the Head of the Presidential Office said.

Yermak also notes that thanks to the progress achieved after the first Peace Summit in June, Ukraine is ready to discuss "peace frameworks" at the second summit. He stresses that for the war to end, democratic countries must recognize the power of international law. This, in his opinion, is necessary not only for peace in Ukraine but for the whole world. He pointed out that Finland, as one of the democratic countries, could play a decisive role in resolving the conflict.

International efforts and determination of allies

According to Yermak, despite all the hardships of the war, Ukraine continues to fight, and its allies from Europe, America, and other regions remain determined in their support. He notes that efforts are being made to ensure compliance with international agreements during the conflict, and economic activities continue despite ongoing military operations.

"Europe, like the whole world, seeks justice and lasting peace," the Head of Ukraine’s Presidential Administration said.

Yermak reminds that Ukraine is ready to discuss various options for peaceful resolution but within the framework of international law and preserving the inviolability of internationally recognized borders. The Presidential Office is also considering the possibility of holding a second summit to discuss global norms that should ensure sustainable peace for all countries.

In his column for the Finnish publication, Yermak also emphasized that Russia must be held accountable, including for ecocide, "to prevent such crimes from happening in the future."

"But first, we must win and create conditions for peace. To this end, President Zelenskyy presented Ukraine’s Victory Plan, and we are deeply grateful to Finland and other allies who support these efforts," he said.

Ending the hot phase of the war

President Volodymyr Zelenskyy, in turn, stated that stopping Russian attacks on Ukrainian energy facilities and cargo ships could pave the way for talks on ending the war.

"When it comes to energy and freedom of navigation, achieving results on these points would signal that Russia might be ready to end the war," Zelenskyy says.

He adds that if Moscow and Kyiv agreed to stop strikes on each other’s energy infrastructures, it would be a significant step toward de-escalating the conflict. Zelenskyy referred to Ukrainian drone attacks on Russian oil refineries in this context.

"We saw during the first Peace Summit that a decision on energy security could be made. In other words: we do not attack their energy infrastructure, and they do not attack ours. Could this lead to the end of the hot phase of the war? I think so," the President believes.

Peace frameworks and Zelenskyy's Victory Plan

Moreover, the Head of the Presidential Office states that Ukraine is already ready to agree on peace frameworks during the second Peace Summit. According to him, Ukraine’s leadership wants to build peace not only for Ukraine but also for the entire international community. Therefore, Yermak called on Ukraine’s allies not to stop at what has already been achieved.

"Although the Peace Formula sets the basic principles for peace in Ukraine, all states must take an active role in developing these principles. Their implementation can and should be governed, adjusted, and supplemented by consensus," Yermak noted.
