How to force Russia into negotiations: NSDC answers

The National Security and Defense Council (NSDC) has highlighted that Russian president Vladimir Putin has amassed sufficient resources for an intensive war throughout 2025 and is seeking additional support from North Korea.

Russia currently does not take U.S. President Donald Trump's threats to impose new sanctions seriously if Putin refuses to agree to a peace deal with Ukraine, according to The Wall Street Journal.

In response, Andriy Kovalenko, Head of the Center for Countering Disinformation at the NSDC, noted in his Telegram channel that Putin had accumulated resources for an intensive war throughout 2025. And is trying to secure additional resources from North Korea.

“This is what gives the Russians a corridor for such behavior. They want to negotiate while continuing the war and using an active front as a real element of potential negotiations, even with the U.S. They are acting within the paradigm of 2014/2015,” Kovalenko wrote.

Breaking this pattern, according to Kovalenko, is possible by actively destroying the Russian economy and infrastructure, especially the remote and rear areas, as well as by exerting economic influence on key buyers of Russian resources.
