Kellogg was not at the negotiations in Saudi Arabia: Portnikov explained what this indicates

Trump’s Special Representative for Ukraine and Russia, Keith Kellogg, was absent at the negotiations in Saudi Arabia. This fact may indicate that he is being used to calm down Ukraine and Europe, and that Putin may be dictating certain terms to Trump.
This was stated by journalist Vitaliy Portnikov.
As the journalist noted, instead, Kellogg arrived in Brussels today, where he met with President of the European Commission, Ursula von der Leyen, and President of the European Council, António Costa. Yesterday, both officials were at an emergency summit at the Élysée Palace, discussing how countries could develop their own stance under conditions where Trump is actually ignoring the European vision of ending the war, while demanding security guarantees for Ukraine from Europe. After Brussels, Kellogg is scheduled to meet with Andrzej Duda in Warsaw.
"The fact that Trump's representative is absent from the most important part of his mission – negotiations with the Russians – may indicate that Kellogg is being used as a person to calm the Europeans and Ukrainians. And that Putin may be dictating to Trump what the situation should be in terms of selecting negotiators for meetings with the Russians," Portnikov explained.
As he adds, it is well-known that the Kremlin does not view Kellogg's position on ending the Russian-Ukrainian war sympathetically.
