Kremlin is stalling and preparing an offensive: CCD on Russia's summer plans
The Center for Countering Disinformation emphasizes that the main priority is to prevent the enemy from using the topic of negotiations as an excuse to buy time.

Andriy Kovalenko, Head of the Center for Countering Disinformation, stated that the information environment in Russia indicates not preparations for peace talks, but intentions to launch a large-scale summer offensive campaign on the front.
He wrote about this on his Telegram.
According to Kovalenko, the Kremlin is attempting to use negotiations as a tool for delaying time and exerting informational influence.
"Russia plans to continue its offensive throughout the summer and will try to drag things out and drown everyone in talk. It wants to use the front line, just like it did since 2015, as a tool for manipulation,” he wrote.
He stresses that it is critically important for Ukraine to maintain its capacity for active operations to prevent the aggressor from dictating terms.
"The cost of the summer offensive must be very high for Russia," Kovalenko adds.
