Russia launched the largest cyberattack on Ukraine’s state registers in recent times

On December 19, Ukraine suffered its most massive external cyberattack on state registers in recent memory. The attack was carried out by the Russians to disrupt the work of the state's critical infrastructure.

This was reported by Deputy Prime Minister for European and Euro-Atlantic Integration, Olha Stefanishyna.

Stefanishyna detailed the consequences of the cyberattack:

"Today, we experienced the largest external cyberattack on Ukraine’s state registers in recent times. As a result of the targeted attack, the operation of the Unified and State Registers under the jurisdiction of the Ministry of Justice of Ukraine was temporarily suspended," the statement reads.

The Deputy Prime Minister noted that together with the team and specialists from other services, work is being coordinated to counter the cyberattack and restore the systems.

According to Stefanishyna, it is confirmed that the Russians were behind the attack:

"It is now clear that the attack was carried out by the Russians to disrupt the operation of the state’s critical infrastructure."

Experts are working in an intensified mode to gradually restore access to the registers. Preliminary assessments indicate that no other resources are currently at risk.

Stefanishyna reported that the following will be restored first:

- The State Register of Civil Status Acts,

- The Unified State Register of Legal Entities and Individual Entrepreneurs,

- The State Register of Real Estate Rights and Their Encumbrances.

Initial restoration is expected to take approximately two weeks.

Details about service provision for citizens will be made available on December 20 during the day.

Stefanishyna says that a thorough analysis of the attack will follow full restoration, involving relevant agencies to strengthen defenses against similar intrusions in the future.

"We are keeping the situation under control and doing everything necessary to restore all services as quickly as possible. The enemy is trying to exploit this situation in their information operations to sow panic among Ukrainian citizens and abroad. Thank you to everyone for your understanding. We will inform you about all important updates in addition," Stefanishyna concluded.
