The issue of Ukrainian territories can only be discussed at a meeting between President Volodymyr Zelenskyy and Russian dictator Vladimir Putin.
First Deputy Foreign Minister Serhiy Kyslytsya stated this in an interview with NBC News.

“When we talked about territorial issues, President Zelenskyy made it very clear that he is ready to sit down and discuss this with Putin. The starting point for discussing territorial issues is the current line of combat engagement,” Kyslytsya said.

He assured that President Zelenskyy, in matters of territory, “is guided by the current legislation of Ukraine and public opinion.”

When the meeting between Putin and Zelenskyy will take place
Kyslytsya commented on the statement of Russian Foreign Minister Sergei Lavrov that a meeting between Putin and Zelenskyy is not currently planned.

“Unfortunately, not as quickly as we would like. But I believe that the meeting at the White House (August 18 — Ed.) was an extremely important event of recent months. It was an important achievement in the peace process, in which President Trump played a decisive role,” he said.

Commenting on the timing of the meeting between the President of Ukraine and Putin, Kyslytsya noted the importance of preparing a draft security guarantees framework.

“The first draft may be ready sometime at the beginning of next week. Then it will be necessary to decide how we will work with these drafts from the political side,” Kyslytsya said.
