The Head of Ukraine's Ministry of Foreign Affairs, Dmytro Kuleba, emphasized that the withdrawal of Russian troops from Ukrainian territory could be a condition for starting negotiations between the two countries.

He told about this in an interview with “Forbes.”

"If I see at least the beginning of this withdrawal and make sure that it is a real withdrawal, not just a decoration, then I will understand that they are ready for negotiations," he said.

However, the minister pointed out that such actions by Russia would not automatically mean Ukraine's consent to negotiations. After all, Russia has too often "fooled Ukrainians, Europeans, and Americans so that it could be believed from the first word or step."

Dmytro Kuleba also recalled a statement by the German Foreign Minister, Annalena Baerbock, made at an informal meeting of EU foreign ministers on October 2 in Kyiv: "The future of Ukraine is in the European Union. In our community of freedom. And soon it will extend from Lisbon to Luhansk."

"For diplomats, this statement sounds not just beautiful but has a double meaning. Previously, it used to be “Europe from Lisbon to Vladyvostok,'" the Minister noted.

Dmytro Kuleba emphasized that as long as Ukrainian border guards do not return to the last border checkpoint in eastern Ukraine or on Tuzla Island, there can be no talk of negotiations between Ukraine and Russia.

"My message to those who dare to propose any territorial concessions – don't even think about it. If someone dares to talk to me about this, we will have an unpleasant conversation," concluded the Head of the Ukrainian Ministry for Foreign Affairs, Dmytro Kuleba.
