Russia actually declared war on several other countries: Danilov listed those under threat
Danilov suggests that Putin will want to “protect” newly minted Russian citizens in Moldova and Kazakhstan.

The dictator Putin's decision to simplify the acquisition of Russian citizenship for citizens of Belarus, Kazakhstan, and Moldova actually indicates that the Kremlin has declared war on these countries.
This opinion was expressed by Oleksiy Danilov, Secretary of the National Security and Defense Council, on the air of the telethon.
According to him, in Russia, there is currently a prevailing sentiment that they have succeeded and are winning.
“They (Russians) continue to declare war on other countries... For understanding - on December 18, Putin signed Decree 962, which actually declares war on Kazakhstan, declares war on Moldova, and finishes dealing with Belarus," the Secretary of the National Security and Defense Council said.
Danilov suggests that after this decree, Putin will want to “protect” newly minted Russian citizens, just as it happened in Donbas and Crimea.
"When Putin says that all citizens of these countries can obtain Russian passports, then, accordingly, after this procedure, as it happened in Crimea or in the territories of Donetsk and Luhansk regions, they will claim that they are going to protect citizens who speak Russian and have Russian passports," the Secretary of the National Security and Defense Council summarized.
