Attacks on substations could lead to a new blackout in Ukraine, similar to what happened in 2022-2023.

This was stated by Pavlo Lakiychuk, Head of Security Programs at the Center for Global Studies “Strategy XXI,” on the show “Great Lviv Speaks.”

Lakiychuk reminds that the threat from Russian attacks remains serious, noting that during the 2022-2023 blackout, the occupiers first tested the tactic of striking distribution networks and substations surrounding nuclear power plants. “There is no need to hit nuclear reactors, as attacking substations can force nuclear power plants to shut down through automatic protection systems,” he explained.

The expert also noted that since spring this year, the Russians have continued strikes on balancing generation, thermal and hydroelectric power plants in Ukraine, indicating preparations for a massive blackout. “The enemy has the capabilities for this, and our energy system is in a very difficult situation. Therefore, to talk about the absence of risk of a new blackout is overly optimistic,” he added.

Despite the difficulties, Lakiychuk says that Ukraine’s air defense system has become significantly stronger compared to 2022, which may reduce risks to the energy infrastructure.
