Zelenskyy's "Victory Plan": what awaits Ukraine if Biden says "no"
Ukrainian President Volodymyr Zelenskyy plans to present a "Victory Plan" to U.S. leader Joe Biden and hopes for his approval. However, if Biden rejects this plan, Ukraine still has a "Plan B."

Zelenskyy made this statement in an interview with The New Yorker.
"Ukraine has been living by Plan B for many years. Plan A was proposed before the full-scale war began, when we called for two things: preventive sanctions and the preemptive strengthening of Ukraine with various types of weapons," noted Zelenskyy.
He states that he is now proposing a "new Plan A"—a plan to strengthen Ukraine.
"This is not a fantasy or science fiction, and, importantly, for it to succeed, it does not require cooperation from the Russians. Rather, this plan focuses on what our partners can do without Russia's involvement. If diplomacy is a desire of both sides, then before diplomacy can be effective, the implementation of our plan depends solely on us and our partners," the President said.
Zelenskyy pointed out that the "Victory Plan" had been developed primarily with Biden's support in mind.
"If he does not want to support it, I cannot force him. If he refuses, then we will have to continue living within the bounds of Plan B. And that is sad... It is a horrifying thought. It would mean that Biden does not want to end the war in a way that deprives Russia of victory. In the end, we would face a very long war - a dire, exhausting situation in which a huge number of people would perish," Zelenskyy stated.
At the same time, he emphasizes that in such a scenario, he would not blame Biden for anything, as he acknowledges Biden's significant contribution to supporting Ukraine.
"We recognize Biden's tremendous role in this regard. This step has already become a historical victory," Zelenskyy stressed.
