Total Blackout in Ukraine: Shmyhal Said How Long the Elimination of Consequences Will Last
Evacuation of people to rural areas in case of blackout, according to Shmyhal, will not help.
Recovery from the most extreme case of total blackout will last 7-10 days, as Prime Minister of Ukraine Denys Shmyhal said in an exclusive interview with Interfax-Ukraine.
"In the most extreme case of total blackout, when everything is damaged, the consequence will last between 7 and 10 days according to the calculations by our power engineers. I emphasize that these are theoretical calculations, because the world has not yet experienced such things," he said.
The Prime Minister also informed about the plans in case of a total blackout for large cities of Ukraine.
According to him, the Ukrainian government is preparing for all possible scenarios.
"Emergency response plans in the event of critical situations have been brought to the attention of the heads of regional administrations and community leaders. These documents are classified "for official use only", so they cannot be announced publicly," Shmyhal noted.
Regarding large cities, Shmyhal said that the President's initiative to create "Indestructability Points" is the only realistic way.
"As of last week, there are 5 thousand of such " Indestructability Points " in Ukraine. The Government has made a decision and fully regulated the issue of creation and operation of these points: financing, maintenance, fuel supply, etc. We expect that in two weeks there will be from 15 to 17 thousand "Indestructability Points". This is the tool that will help people survive in critical times when a blackout may occur. Of course, there is also a a list of actions for local authorities. There is no other way out," the Prime Minister said.
Regarding the preparation that will help to survive the blackout, Shmyhal stressed the need to create the stock of food, warm water, heat, communication and electricity.
"If we talk about railway stations, they can be readily turned into shelters for hundreds of thousands of people, and I'm not even talking about schools and hospitals," he stressed.
Meanwhile, Prime Minister noted that a big problem in case of blackout could be the heating system, the maintenance of which is entrusted to local authorities.
According to Shmyhal, in case of blackout, moving people to rural areas will not work.
"In the case of blackout, it is a completely different story. If it will be all over the country, then where to take them if the whole country is in a humanitarian catastrophe? We understand what may happen. Some people will move to the nearest rural settlements, some are planning to stay in the cities and have made appropriate preparations... Some will come to the "Indestructability Points". Some will go abroad... The key task will be to survive. So now we are doing everything to prevent such a scenario," the Prime Minister concluded.
