Total mobilization: Defence Intelligence warns of new phase of war prepared by the Kremlin
Russia is implementing the most extensive armament program since the Soviet era, involving $1.1 trillion by 2036, the creation of new military districts, hybrid operations, and preparations for a major war.

Chief of the Defence Intelligence of the Ministry of Defence of Ukraine Kyrylo Budanov reported this.
Budanov revealed this during the annual meeting of Ukrainian ambassadors, where he spoke as part of the panel discussion «Intelligence, Security, Diplomacy: A Shared Strategy for Victory.»
«There is a total mobilization of Russia’s politics, economy, and society in preparation for a future large-scale war, ” Budanov stated.
As part of Russia’s military reform, two new military districts — Moscow and Leningrad — have already been established, with plans to form new divisions, units, and formations. Budanov emphasized that the Kremlin is attempting to disrupt the current global order, particularly by expanding its influence in Africa through proxy forces such as the Wagner Group and the so-called «African Corps, ” as well as supporting authoritarian regimes and terrorist organizations.
He also highlighted Russia’s information and cyber operations in other countries, noting that Moscow uses controlled media and opinion leaders to interfere in democratic processes.
«Moscow seeks to impose a world model in which „great powers"—primarily Russia — hold absolute authority, monopolize critical resources, and decide the fate of others behind closed doors, ” Budanov underscored.
He also expressed gratitude to Ukrainian diplomats for their effective international efforts and cooperation with the Defence Intelligence, particularly in operations to evacuate citizens from dangerous regions.
