The withdrawal of Ukrainian troops from Kursk region in exchange, for example, for the withdrawal of Russian forces from Kharkiv region, is the most likely scenario for territorial exchange.

This was stated by Volodymyr Fesenko, Head of the Center of Applied Political Studies "Penta," in an interview with Radio Svoboda.

"In my opinion, this is the most likely scenario, as opposed to other occupied territories. Donetsk, Luhansk regions, as well as Zaporizhzhia and Kherson regions, are mostly occupied and, importantly, annexed. These regions have been incorporated into the territory of the Russian Federation. Kharkiv region is not," the political scientist said.

He reminded that the Russians only control a part of this region.

"There is a small piece of territory in the north along the border between Russia and Ukraine, and the eastern part of Kharkiv region," he added.

According to the expert, there is another option that may also be discussed in terms of territorial exchange — the area of the Zaporizhzhia Nuclear Power Plant.

"Because this is a strategic object. I think this will become a separate topic of negotiations. After all, it concerns nuclear safety," the political scientist added.
