During negotiations in Riyadh, Russia refused to discuss halting strikes on Ukraine’s civilian infrastructure.

This was stated by Ihor Zhovkva, Deputy Head of the Office of the President, in an interview with "Ukrinform".

According to him, Kyiv insisted on a ban on attacks on civilian objects. However, the Russian delegation in Riyadh claimed they could not discuss halting strikes on civilian infrastructure, alleging they lacked the mandate to do so.

"We specifically addressed civilian infrastructure - residential buildings, schools, kindergartens, and so on. What did Russia do? Throughout the negotiations, as we understand from the American side’s information, they completely refused to discuss civilian infrastructure, telling the American delegation they had no mandate to address this issue," Zhovkva said.

Additionally, Zhovkva notes that the Russians interpret the energy truce in their own way. Moscow presented its own uncoordinated list of energy infrastructure objects that supposedly should not be targeted.

"Regarding energy infrastructure, the Russians put forward their list, their understanding of the objects, which is much smaller and narrower than ours. The American side did not approve this list because, just like the statement about alleged conditions for a truce in the Black Sea, it was only published in Russian. It’s not on the White House or U.S. State Department websites. This is just a list compiled by the Russians according to their own wishes," the Deputy Head of the President’s Office stated.
