EU fails to reach consensus on Ukraine at summit: One country blocks support again

During the EU summit on June 26, 26 out of 27 member states backed a joint declaration in support of Ukraine — but Hungary blocked its adoption.

The European Council was unable to approve a unified statement on support for Ukraine due to Hungary’s position.

Nevertheless, 26 EU countries agreed on the content of the document, which was published in the form of a communiqué.

The two-day European Council meeting began on June 26 in Brussels. After discussions, EU leaders reached a majority consensus on a coordinated stance regarding further assistance to Ukraine. Only Hungarian Prime Minister Viktor Orbán opposed.

The text reaffirms strong support for peace in Ukraine, condemns recent Russian attacks, and calls for an immediate ceasefire and the start of constructive dialogue. EU leaders also emphasized the need for the release of prisoners, the return of deported civilians and children who were unlawfully taken to Russia and Belarus.

The EU reaffirmed its commitment to strengthening military support for Ukraine — including by advancing joint defense production and integrating Ukrainian companies into the EU’s defense sector. It also highlighted the importance of implementing measures under the European Peace Facility and the G7’s long-term security commitments initiative (ERA).

European leaders stressed that a comprehensive peace agreement must be accompanied by genuine security guarantees for Ukraine. The EU also pledged to assist with the training and equipping of the Ukrainian Armed Forces and to provide long-term financial aid. In 2025, Ukraine is set to receive €30.6 billion.

The document also confirms support for the 17th package of sanctions against Russia, emphasizes the need to crack down on sanctions evasion, and ensures that frozen Russian assets will remain inaccessible until the war ends and reparations are paid.

In addition, the EU reiterated its support for Ukraine’s European integration. Leaders acknowledged Ukraine’s reform progress, called for an acceleration of preparations for membership talks, and confirmed their intention to open the first negotiation cluster. The issue of Ukraine’s full accession will be discussed at the next summit.
