The Ukrainian government plans to secure $39 billion in external financing in 2025. In particular, in the first quarter, the country fulfilled 14 of the 16 indicators of the Ukraine Facility support program and is set to receive €12.5 billion from the European Union.

Prime Minister of Ukraine Yulia Svyrydenko announced this on the air of the telethon.

«This year, we, as a government, plan to attract $39 billion in external financing. This is only for 2025. And, of course, we are working with our partners to secure additional funding and ensure confidence for 2026. If we talk about August, all planned payments will arrive on time, ” Svyrydenko assured.

What is the situation with financial aid for Ukraine?

She described the situation with Ukraine’s external financing as «fully under control.»

«As a government and as a state, we will fulfill all social obligations to Ukrainians in full, ” the Prime Minister stated.

She reminded that this year, under the EU’s Ukraine Facility support program, aid worth €12.5 billion is earmarked for Ukraine. To receive these funds, the country must meet specific indicators aimed at reforming various sectors. According to Svyrydenko, Ukraine completed 14 out of the 16 planned indicators in the first quarter.

«The latest indicator we fulfilled was the reform of ARMA (Asset Recovery and Management Agency). The President signed the law to meet this indicator. As a result, the state received $560 million. This is a small example of how this system works, ” the government head explained.

What reforms are needed to receive EU funds?

According to Svyrydenko, two remaining indicators are in the final stages of implementation. These include passing the decentralization bill in its second reading and expanding the staff of the High Anti-Corruption Court, where a judicial selection process is currently underway, she said.

The Cabinet of Ministers also expects that parliament will consider amendments to the state budget at its upcoming sessions to fully meet the needs of the military.

«We plan to allocate over 400 billion UAH to finance the security and defense sector, ” the Prime Minister reported.
