Why the idea of a frozen conflict is a trap: Response from the President’s Office
Despite efforts by the international community, it is Russia that remains the main obstacle to ending the war — this has been openly acknowledged by both the United States and Ukraine.

Mykhailo Podolyak, Advisor to the Head of the Office of the President, states that it is not Ukraine, but Russia, that is blocking opportunities to establish peace.
He made this statement in a comment for the YouTube channel RBC-Ukraine.
“The question is not whether Ukraine is ready for a frozen conflict or the creation of a demilitarized zone — the point is that Russia has absolutely no intention of stopping the war. And this is now officially recognized by representatives of the U.S.,” Podolyak emphasized.
He points to a statement by U.S. Special Envoy Keith Kellogg, who plainly says that the Russian Federation does not want to end the full-scale war, which has now lasted over two years.
“This is an important political moment — if even our allies recognize who is really disrupting the negotiation process, then the question arises: what should be done next, and who should pressure Russia?” the advisor added.
According to Podolyak, if the West “steps aside” in this situation, it could result in a loss of authority.
“For example, China would then begin acting much more aggressively on a global scale. We should not be asking Russia for peace, but forcing it — using other tools,” the Presidential Office representative states.
He also mentioned the influence of Donald Trump’s personality on the situation: “Given Mr. Trump's psychological profile, I believe that more active measures to pressure Russia are on the horizon.”
