Ukrainian MP Yehor Chernev told Novyny.LIVE journalist Halyna Ostapovets that for foreign troops to enter Ukraine, one of two conditions must be met, both directly tied to Washington’s decision.

Chernev said that the two main scenarios currently under discussion involve either a diplomatic resolution or security guarantees from the United States for allied countries.

The first scenario involves obtaining official consent from Russia for the presence of a peacekeeping or military contingent. Currently, this scenario is unlikely, as the aggressor country shows no readiness for such agreements.

The second path is the willingness of the United States to act as a security guarantor for those European countries that send their troops to Ukraine.

«Without such guarantees, our partners are not ready for direct confrontation, ” he said.

This effectively means an expansion of a security «umbrella, ” similar to Article 5 of the Washington Treaty (NATO collective defense).

Without clear backing from Washington, European partners are not willing to risk direct armed conflict with Russia.

Chernev highlighted that the format of security guarantees, aligned as closely as possible with Alliance standards, is currently the main focus of Kyiv’s talks with Western partners.
