Belarus’s role in Russian attacks: Ukraine’s border guard issues statement
Russia has withdrawn its troops from Belarus, but Minsk is independently expanding military facilities near the border and helping guide Shahed drones toward Ukraine.

There are currently no large Russian troop contingents stationed in Belarus, meaning that the construction of new military infrastructure is being carried out by the Belarusian authorities themselves. At the same time, Minsk continues to hold military drills, test the combat readiness of its armed forces, and provide technical assistance for Russia’s aerial attacks against Ukraine.

Belarus’s current assistance to Russia
According to Demchenko, Russia has significantly reduced its military presence in Belarus compared with previous years. The ongoing infrastructure development is taking place within the framework of the so-called Southern Operational Command, which Belarus established specifically to focus on the Ukrainian border.
«In 2023, Russia had around 10,000 to 12,000 troops stationed in Belarus. But over time, those forces were withdrawn and used to reinforce the front line. No new contingents have been deployed, ” Andrii Demchenko said.
He added that there is hardly a time when Belarus is not conducting training exercises or checking its mobilization resources as part of preparations for its armed forces. At the same time, the Lukashenko regime continues to accuse Ukraine of posing a threat in an attempt to conceal its own role in the war. In reality, Belarusian territory is still being actively used to support Russian attacks.
According to Demchenko, Belarus continues to provide Russia with access to its military bases and training grounds while also deploying various technical systems near the Ukrainian border. These systems help boost signals for Russian Shahed drones and electronic warfare equipment, assisting in the coordination of drone strikes against targets inside Ukraine.
