Budanov outlines unacceptable actions in war
Kyrylo Budanov has said that even during war there are boundaries that must never be crossed. He said strikes on hospitals, cultural sites and the killing of civilians are unacceptable.

The head of Ukraine’s Presidential Office stressed that no side in the conflict has the right to violate these limits.
He said this in a comment to RBC‑Ukraine.
Budanov says war is always linked to violence and destruction, but some actions are unacceptable: targeted strikes on hospitals and maternity wards, the destruction of historical and cultural sites, and the killing of civilians, especially children.
«I cannot understand how weapons can be used against people who cannot physically resist — children or the elderly. That is a loss of human dignity, ” he said.
The head of the Presidential Office also spoke out against strikes on political centres and places where leaders of countries at war are located. He said following such rules is especially important during ongoing peace negotiations.
«Even in a war we consider unjust and aggressive, principles must be observed to move closer to lasting peace, ” he added.
