The Russian leadership does not consider stopping hostilities a priority and is preparing the army to continue the war at least until the end of 2026. While the international community discusses peace plans, Moscow is setting tasks for further offensives.

This was stated by the head of security programs at the Center for Global Studies «Strategy XXI, ” Captain First Rank Pavlo Lakiichuk, in an interview with „KYIV 24.“

According to the expert, there is a significant gap between the expectations of Western leaders and the reality dictated by the Kremlin. While U.S. President Donald Trump seeks a swift end to the war and European partners focus on security guarantees for Ukraine, Vladimir Putin is setting conditions that make peace impossible.

Pavlo Lakiichuk said that a ceasefire is the lowest priority for the Russian dictator.

«Then comes Putin and says: „No, security guarantees don’t matter, and not even ending the war.“ First, we solve the problems, deal with post-war security guarantees, and only then do we stop the war. In the „Trump Plan“ (point 28), ending the war is last, and in Zelenskyy’s plan — last as well. Why? Because Putin does not want to stop the war, ” he stressed.

The analyst drew attention to the annual expanded collegium of the Russian Ministry of Defense, where military leadership reports directly to the president. This event demonstrates the true vectors of Russian policy, which contradict any «peaceful» rhetoric.

«There is no talk of any peace for 2026 or any measures to achieve peace in 2025. It is about continuing to achieve the objectives of the so-called „special military operation“ in 2026. The entire year is devoted to this. And there are no alternative options mentioned, ” Lakiichuk concluded.
