Kremlin plots new attacks: Ukrainians urged to stockpile water
The government warns of critical risks to water supplies and outlines defense measures for water facilities.

Amid emerging threats from the Russian Federation, Ukraine is fortifying its water supply systems. Citizens are being advised to maintain a basic reserve of water.
Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine, delivered the warning in a comment to 24 Kanal.
«Water is a matter of fundamental security. While we can manage under power restrictions, the situation with water is far more critical. Therefore, we are hardening the system to withstand strikes and ensure rapid recovery,» the official stated.
According to Kuleba, authorities are implementing protection plans for facilities nationwide, with «resilience strategies» already approved. The government is currently securing critical infrastructure, installing backup power for water utilities and pumping stations, and developing decentralized generation alongside alternative supply routes.
In turn, Ukrainians are urged to prepare for imminent Russian strikes, specifically by maintaining an essential supply of water.
Threats to water infrastructure — what we know
Reports have emerged indicating the Kremlin is planning strikes on water supply networks, which could force millions across the country onto scheduled water rations. Ten regions are at high risk: Luhansk, Donetsk, Chernihiv, Sumy, Kharkiv, Zaporizhzhia, Dnipropetrovsk, Odesa, Mykolaiv, and Kherson, as well as the capital, Kyiv.
Notably, in early April, President Volodymyr Zelenskyy revealed intelligence suggesting that the Russian army is preparing a new wave of attacks for the spring and summer. However, the enemy’s targets are shifting: occupiers plan to strike logistics and water systems, including bridges, dams, pumping stations, and hydroelectric plants.
