Russia employs new tactic in strikes on energy facilities: DTEK details risks

The number of drones the Russians launch during a single attack has risen dramatically, while the bitter cold makes repair work a challenging test of endurance.

Russian occupation forces have significantly changed their strategy for air strikes on Ukraine’s critical infrastructure, greatly increasing the intensity and density of fire. While attacks were previously less extensive, in the second half of 2025 the enemy began using a «swarm» tactic to exhaust air defense.

DTEK outlined the new challenges for the energy system and the conditions under which repair crews have to work.

Scale rises eightfold

Energy experts cite specific figures: in 2023, a single attack involved up to 100 drones across Ukraine. By late 2025, that number had grown to 300–800 drones per strike.

The main danger of the new tactic is its precision. The Russians no longer «scatter» their attacks but focus dozens of missiles and drones on a single target, such as a particular thermal power station. This causes critical damage that is much harder to repair.

Weather factor: -25°C

The situation is complicated by extreme weather conditions. According to DTEK, in recent weeks temperatures have dropped to -20…-25°C. Equipment freezes, metal becomes brittle, and energy workers have to operate outdoors day and night in harsh conditions.

Despite this, specialists continue to restore damaged networks around the clock. «The power is holding, ” the company assures.
