During terrorist attacks in Ukrainian cities, Russia employs a tactic developed by the al-Qaeda network. This so-called «double explosion» is designed to maximize casualties.

This was stated by spokesman for the Security Service of Ukraine, Artem Dekhtyarenko, in a comment to RBC-Ukraine.

According to him, the recent attack in Lviv is an example of this scheme: the second explosion occurs after the first, at the moment when rescuers arrive or crowds gather.

The SSU claims that the implementation of a large-scale campaign of sabotage and terrorist attacks was personally sanctioned by Vladimir Putin as early as 2023. The plan, called «Diversionary Noise, ” includes arson, explosions, and other destabilizing actions across Ukraine, aimed at sowing panic and undermining internal stability.

«The aim of this plan is to escalate terrorist attacks, arson, and sabotage across Ukraine. In this way, the Russians are trying to sow panic, destabilize the situation in our country, and disrupt society from within, ” the SSU spokesman explained.

Dekhtyarenko says that Russian intelligence agencies are actively attempting to recruit Ukrainians online to carry out these crimes. In response, the SSU and National Police have run an information campaign called «Expose the FSB Agent» since 2024. A special chatbot has also been set up to report recruitment attempts, which has already received over 18,000 messages.

According to the security service, preventive measures have helped stop about 80% of planned attacks, sabotage, and arson. At the same time, the SSU urges citizens to remain vigilant, avoid suspicious contacts, and immediately report any attempts to involve them in illegal activities.
