President of Ukraine Volodymyr Zelenskyy penned an open letter to Russian dictator Vladimir Putin because the negotiation channel via Roman Abramovich had failed, according to Dmytro Kuleba, Ukraine’s Minister of Foreign Affairs from 2020 to 2024.

«We have now entered a second visible circle. I appreciate anyone’s attempt to be useful, but I believe none of this actually impacts the core of what is happening,» the diplomat stated in an interview with Radio NV.

Kuleba added that the Russian oligarch left the Ukrainian capital with a specific message, and afterwards Zelenskyy wrote a letter.

«We can see this clearly now because he arrived in Kyiv, as we now understand, with one signal, and left Kyiv with another, which was followed by Zelenskyy’s open letter to Putin. Obviously, if the Abramovich channel had worked as expected, writing an open letter probably wouldn’t have been necessary,» Kuleba concluded.
