The number of hybrid attacks on European countries has surged since the full-scale invasion. Over 200 incidents were recorded between 2014 and 2024, including sabotage, disinformation, cyberattacks, and GPS jamming. Over 86% of these attacks occurred after 2022, with a sixfold increase in 2024 compared to the previous year, according to Ukraine’s Foreign Intelligence Service.

What and who are the Kremlin’s targets?

The primary targets of these attacks are energy, transport, and communication infrastructure. Since early 2025, Russia has attempted to disrupt undersea cables, water supply facilities, and even air transportation in EU countries.

“The activities of Russian agents are systematic: on average, 20 countries annually faced attacks between 2022 and 2024. The most frequently targeted are states actively supporting Ukraine, including Poland, the Baltic countries, Finland, Germany, the United Kingdom, and Norway,” the Ukrainian Foreign Intelligence Service reports.

The main goal of these operations is to provoke internal issues in EU countries, weakening European solidarity and reducing support for Ukraine.
