Zelenskyy presented the Victory Plan in the Verkhovna Rada: its contents
Zelenskyy's plan consists of five points and three classified addenda.

On Wednesday, October 16, President Volodymyr Zelenskyy presented his Victory Plan in the Verkhovna Rada of Ukraine.
This was revealed during the President's address to the parliament on October 16.
"The Victory Plan is designed to build a bridge to the second Peace Summit and to bring an end to the war. If the plan is supported, we can end the war no later than next year," Zelenskyy emphasized.
The President stated that Russia, as the aggressor, is not seeking an honest peace, and its ruler, Volodymyr Putin, only wants war. Zelenskyy stressed that if Ukraine and its partners do not strengthen themselves now, the Russian dictator "will significantly strengthen next year to permanently dismiss diplomacy."
"We must change the circumstances so that the war ends, regardless of what Putin wants," the President added.
According to him, Ukraine proposed a Peace Formula two years ago and held successful summits. However, the Kremlin continues to evade honest diplomacy and issues ultimatums.
"Our soldiers guarantee that no Russian ultimatums mean anything. Russia must lose. This is not a freeze, nor is it trading sovereignty. We must implement the Victory Plan and compel Russia to participate in the Peace Summit," Volodymyr Zelenskyy said.
Zelenskyy’s Victory Plan consists of five points and three classified addenda:
- the first - geopolitical;
- second-third - military;
- the fourth - economic;
- the fifth - security.
It is noted that the first four points must be implemented during the war, while the fifth is for the post-war period.
First point – NATO invitation for Ukraine
Zelensky emphasized that the absence of Ukraine in the Alliance encouraged Russia to infringe upon the country's security.
"Now, the fact of an invitation to Ukraine into NATO can become truly fundamental for peace. We understand that NATO membership is a future issue, not a present one. But Putin must see that his geopolitical calculations are failing," the President said.
Second point – strengthening the defense
"There is a clear list of weapons capable of supporting the strength of our soldiers. And thanks to the Kursk operation, we saw that Putin does not have enough strength to hold out when we press firmly," Zelenskyy stressed.
Key aspects of this point include continuing Ukrainian Armed Forces operations in designated enemy territories, strengthening the positions of Ukraine's Defense Forces, and destroying the offensive potential of the enemy in the occupied Ukrainian territory. It also involves partner support in equipping reserve brigades for Ukraine and providing real-time satellite data and intelligence. This point includes a classified addendum.
Third point – deterrence
This point also contains a classified addendum shared with leaders of the U.S., U.K., France, Italy and Germany.
"The deterrence package means Russia either turns to diplomacy or loses its war machine. Peace through strength," the President added.
Fourth point – strategic economic potential
This point also has a classified addendum accessible only to certain partners. Ukraine proposes that the U.S., along with selected partners, including the EU, sign a special agreement for the joint protection of critical resources within Ukraine, joint investment, and the use of the country's economic potential.
"This agreement will organically complement and strengthen the existing system of economic pressure on Russia, specifically – all current sanctions, the oil price cap, export restrictions to Russia, and other pressure measures," Zelenskyy said.
Fifth point – post-war period
According to the President, after the war, Ukraine will have one of the most experienced and largest military contingents. This experience should be used to strengthen NATO’s defense and ensure security in Europe.
"We foresee, with partner agreement, the replacement of certain U.S. military contingents stationed in Europe with Ukrainian units. This will be after the war," the President said.
