At the NATO summit, scheduled for July in Washington, the Alliance is expected to extend an invitation to Ukraine to start accession negotiations and invite the Ukraine-NATO Council to define specific membership criteria.

This is stated in the report published on the website of the President of Ukraine.

"The credible prospect of NATO membership is a way to convince Russia that it will not benefit from waging war. Inviting Ukraine now to start accession negotiations is a way to send a clear signal to Russia about the need to end the war and give Ukraine a chance for a just peace", the report emphasizes.

In particular, the international working group emphasizes the need to consolidate bilateral security agreements between Ukraine and its partners within the framework of an international treaty (compact).

"Its goal is to build up the Armed Forces of Ukraine so that by the end of the decade they can achieve a size and structure strong enough to defend against possible future Russian aggression and strengthen NATO's collective defense," the statement reads.

To achieve this, Alliance members have committed to spending 0.25% of their GDP on military aid to Ukraine, as well as unlocking frozen Russian assets worth $300 billion and using them to support Ukraine.

"Strong and clear decisions at the NATO summit in July will be extremely important for the future of a just peace in Ukraine and the entire Euro-Atlantic region. They will also be a good motivation and powerful support for the Ukrainian military and all our citizens", - the message states.

NATO Secretary-General Anders Fogh Rasmussen is convinced that decisive actions by NATO are necessary for Ukraine's victory and the establishment of lasting peace.

"Alliance leaders must clearly state that our support for the security and sovereignty of Ukraine is irreversible. This report outlines clear measures to achieve this goal by strengthening economic and military support to deter and end Putin's war," he added.
