President Volodymyr Zelenskyy addressed European Union leaders with a call to strengthen sanctions pressure on Russia, curb its oil export revenues, and provide Ukraine with predictable financial and political support.

His remarks came during a European Council meeting on June 27, as reported by the official website of the President of Ukraine.

One of Zelenskyy’s key messages was the urgent need to lower the price cap on Russian oil. In his view, only a drastic reduction in the Kremlin’s energy income could compel Moscow to end the war.

«The facts are clear: for Russia’s appetite for war to diminish, its oil revenues must shrink. A cap of $45 per barrel could help bring peace closer. But for a true and lasting peace, the price must be set at $30 per barrel — and we have shared this position with our partners in Europe and the United States,» the President said.

Zelenskyy also voiced expectations for the EU’s 18th sanctions package to focus on:

  • Russia’s oil trade;

  • the «shadow» tanker fleet;

  • Russian banks and financial channels;

  • logistics and the supply of components for weapons production.

Beyond sanctions, Zelenskyy highlighted the importance of stable and sustained support for Ukraine from its partners. He reiterated the need to freeze Russian assets and redirect those funds to support Ukraine’s defense.

Another key point he raised was Ukraine’s integration into the SAFE (Security Action for Europe) program. Zelenskyy proposed involving Ukraine in joint weapons procurement, noting that the Ukrainian Armed Forces have practical experience using modern weapons on the battlefield.

«Ukraine must take part in joint procurement of defense products from both EU and Ukrainian manufacturers, ” he stated.

In closing, the President called on EU leaders to support the opening of the first negotiation cluster, «Fundamentals,» on Ukraine’s accession to the EU. He said this move would serve not only as a technical step but also as a strong political signal of Europe’s support for Ukraine’s future.
