Budanov addresses whether he is ready to concede territories for peace
Kyiv clarifies why the negotiation process is a tool for maneuver rather than a sign of weakness, requiring a position of strength.

The negotiation process itself is not a sign of weakness, yet Ukraine will not agree to recognize the loss of territory.
Head of the Office of the President Kyrylo Budanov stated this during the 18th annual Kyiv Security Forum.
«The drive for peace is common sense, not a manifestation of weakness. That is primarily what I wanted to tell you. Conditions for achieving peace can vary wildly. I believe no one in Ukraine will agree to recognize the loss of even a millimeter of our territory. I am absolutely certain of this,» Budanov said.
He considers it normal that no agreement has been reached in peace talks so far.
«But that is what this process is for. It may achieve its goal, or it may not. This too is a normal situation. Therefore, we must be ready and strong for any development. If we are strong, it will give us room for maneuver in this situation,» Budanov says.
The head of the Presidential Office emphasized that the weak are never reckoned with — they are dictated to.
«The conclusion is simple: we must become strong and remain strong to actually succeed in this victory process. Because no one in the world deals with the weak. And no international law will work here, unfortunately,» he concluded.
