Fundamental decision: Sybiha announces US readiness to ratify security guarantees
Ukraine is on the verge of obtaining legally binding security guarantees from the United States, with full legitimacy and enshrinement in law.
US Congress ready to enshrine security guarantees for Ukraine in law
Ukraine’s Foreign Minister Andrii Sybiha said the US has agreed in principle to provide Kyiv with guarantees, that will undergo ratification in the US Congress. Unlike previous declarations and memoranda, the new document establishes solid legal commitments.
Speaking on the sidelines of the Munich conference, he responded to journalists’ questions.
Fundamental shift: ratification in Congress
The minister stressed that the legal character, enforceability, and continuity of the forthcoming agreements are crucial for Ukraine. The main point is that Washington is ready to take an unprecedented step in bilateral relations.
“If we are talking about the legal nature of the security guarantees, we have received information from the American side that they are ready to ratify them in Congress. This is fundamental for us. And, most likely, we have an almost ready draft of bilateral security guarantees, not mere assurances, for the first time in our history,” said Andrii Sybiha.
Why this matters
Ratification by the US Congress means the document becomes part of US law. Such guarantees remain valid regardless of changes in the presidency or administration in the White House.
This elevates support for Ukraine from the level of political promises (so-called “assurances,” as was the case with the infamous Budapest Memorandum) to binding international legal commitments. According to the foreign minister, the draft of this historic document is already in its final preparation stage.
